I tried changing the servers time in admincp, but it does not change the time on the forums. I am not sure why.

I use cloudflare

I've tried rebooting the VPS as well, no difference.

DST does not work either.

You're giving very less details. What's exactly not working or what happens?

Basically the forum always uses the Servers time. Even if I change the time setting in the AdminCP, it does not make a difference.

when you say you set the time in the AdminCP
AdminCP/Configuration/Date and Time Formats
Did you also set it in the User setting
AdminCP/Users & Groups/your user name/Account Settings. down to Date & Time Options
