You don't need to change permissions to display your logo.

Later Edit: is in localhost (on your computer) ?
Rename 2013.gif to logo.gif and try to replace "home/n013re5/public_html/forum/images/logo.gif" with your new logo image.

oh silly me. here it is:

ive closed it at the mo but u can see a small rectangle with a green file where the logo is meant to be.
Under 'Board Logo' in your chosen theme, simply put either the relative path or absolute path to the image. However, it is also possible to use a complete url and even link to an image hosted externally.

In case of your image located on 'http://2013releases.com/images/logo.gif' (found it by accident as I forgot to add the 'forum' part of the url while trying to view your image), these would be possible solutions:
In case of an image within 'http://2013releases.com/forum/images/logo.gif' you'll need to adjust the relative/absolute path accordingly (depending on which one you would use).

P.S. When trying to visit 'http://2013releases.com/forum/images/logo.gif' or 'http://2013releases.com/images/forum/2013.gif', it raises a 404 error, so I suspect that you might have accidentally uploaded it into the wrong directory ('home/n013re5/public_html/images/' instead of 'home/n013re5/public_html/forum/images/').
