The header image doesn't match the blue at all. I'd also remove a lot of the empty forums.

As Kodaks said too many sections. Start with less sections and add more sections when needed.

Also, every time I access your site and click anything, a really annoying popup window opens for an ad. This has happened on my iPad and computer.

Things like that are really annoying and could instantly turn someone off from joining your site.
