Create a paypal account just like anyone else, sign up.

To create money, come up with a unique idea.

Making a PayPal account is free, you just need to link your credit/debit card. And there are a lot of ways to earn money with your forum. Try applying to Google Adsense, you don't need a PayPal account for this.

Before starting an account, make sure that PayPal supports your country. If not than do not bother to use PayPal. Use either Google Checkout, Alertpay (Payza), Money Bookers or Liberty Reserve.
