I'm looking for a code or something that will allow me to block of the option to change colors using the theme color changer for regular members and other select groups.

If you want, you can block a group's access to User CP entirely. Go to Users & Groups, Groups, Users & Permissions and uncheck the first box that asks Can Access User CP? Then you could either manually promote users so they can access it or set up a group promotion to automatically do it based on certain criteria, such as post count.
If you don't want to make User CP completely inaccessible, another option is to edit the themes themselves so that only certain groups can use them. There's a discussion about that here:
