I make him G. Moderator in every forum G. Moderator doesn't have rights to remove Admin topics secondly i will tell him that doesn't remove my topics but again same question why mybb forum doesn't have this feature

Well, I would say that the first thing is to tell him not to rather than just stopping him passively. It is your forum - you are in charge.

Why does MyBB not have this feature re prevention? I don't think it really needs it if you hire the right staff. Best as a plugin.
