I want to make it so if you don't activate your account you can't sign into my forum at all.

Anyone know how to do this?

I don't think that's possible because people need to login in order for the site to recognize that the user is unactivated.

That would be "Attempt to login, and fail if Group ID = $awaitingactivationid"

Unfortunately, I don't know how to do that.

Just change the permissions for the "Awaiting Activation" group to not be able to view anything. This prevents users from not activating there account and just lurking your forum.
