I have found where you can replace the reply with quote button with a reply with out quote button here

but is there any way to keep the reply with quote button and add an additional reply without quote button?

It should already be there, go to the end of the posts and just above the "Quick Reply" box, you should see a "New Reply" button, that will add a post without quoting
