I can't find the original thread after a quick search either. I don't think there ever was an outcome though.
Anyway, for me, there are simply just too many options for managing upgrades for us to be able to provide one simple upgrade function. Deactivating, replacing files, then re-activating is (probably) the most common scenario and an easy set of instructions for beginners to follow. Ultimately, if your plugin needs upgrading, I feel we shouldn't be the one to tell you how to do it.
