CPanel> Settings> Control Panel Preferences (Global) and the Indonesian change then I point to the menu and go to the menu settings error results back?

This error message

It's telling you that the file doesn't exist where it is looking for it.

So either you have uploaded it to the wrong location

or

You have not uploaded it at all

Check for the file in your FTP
