It seems like a problem with the javascript file. Try to upload again the myshoutbox.js file to your jscripts folder.

I see this in the portable version.

GMz1337 - 10-01-08:36 -- Test Shout! Without any shout, shoutbox will display Loading... forever.. you need at least one shout, so here it is.

So I think you need to reupload your javascript file for the shoutbox. (As irreligious said)
