Is there anyway to disable PM (private messaging) to individual users?
Can an user disable some other user to send him or her PMs?

For the first one I think there's a plugin for it...
And for the second one, they can ignore the user and it will block the user that is ignored from sending that user a pm.

1) You would need to create a new usergroup for users who wouldn't have permissions to send/receive PM's, if I'm understanding you right. OR, the user can disable PM's except from admins through the UCP.

2) I believe adding someone to your ignore list does this.

I already found, the add to ignore list on the profile page.
