As Euan said most or all free hosts will limit what you can customise, It's mainly to reduce their server load.
If you want a paid host and can only afford a small amount per month then take a look at Simplex hosting
http://simplixhost.com/ they have deals starting form only $1.95 a month, Ideal to get you going, plus you get ftp and a full board you can customise to your hearts content.
