How to do this? I know HF does this, and I find it to be very useful.

I think you read the question wrong. My point was that users can bypass the 35 character limit just by quoting something. I don't want quotes to count towards the amount of characters.
Ahh yeah I misread. Sorry.
You will need to strip the MyCode (therefore quotes) and HTML code to get a more realistic count of the characters. A plugin is required for this.

I don't think there is a plugin for this just right now.
