I was wondering if there is a way to create a page that's an actual form users can fill out with info I request in each field, and then the answers they submit actually get sent to my account via PM? Are there any built in options that might accomplish this, or perhaps some kind of plugin that might do this?

There is a plugin called "Form Manager" available at MyBBSource.com which does the thing you want.
