In order to run MyBB you will need a web server of some sort to host your files and database online. You will also need a domain (although some free hosts provide subdomains).
Whether this is proper web hosting or a local setup is up to you. If you want it on the internet you will need to find a web host. This thread (http://community.mybb.com/thread-30827.html) is a good place to start.
On the other hand if you wanted a localhost setup (only on your computer) for trying it out then try out http://www.apachefriends.org/en/xampp.html or http://www.wampserver.com/en/
After that you should be able to follow that guide to setup MyBB properly.

But Ted, if you are really totally don't know about these terms I strongly suggest you to go for a hosted service. There are many free forum hosts available and you will have your MyBB board running within a minute. Stay there for some days, learn things and then switch to your own purchased domain and hosting.
