Reinstalling means you start from fresh. No users, threads, or posts. Reuploading the files won't affect any data in the database. It just means the code used to manipulate this data is replaced.
Thanks for the clarification. I think I'm going to do a re-upload. There are a few strange things that have happened with the forum lately that I can't explain.
