I upgraded from 1.6.8, so I used the changed files package.
Seems to just be avatars.
The screenshot in the first post was me attempting to upload an avatar.
This is strange because avatar uploads work on another one of my forums hosted the same account.
So it is not a server issue as far as you know and it is not a user permission based issue as you cannot upload an avatar and you are admin.
Is the other forum also 1.6.9? Did you upgrade in the same way?

Hmm. Have you tried uploading an avatar on default theme? Have you checked for updated templates on the problem board?
Doesn't work on default theme and Find Updated Templates didn't return anything related to the User CP for any other themes I have installed.
Try looking in the ftp at the uploads folder for these two forums on the same account. Do they both have the same owner/group?
EDIT: what are the permissions for the avatars themselves? Mine are at 644.

ZEJ avatars are 777, Sonic Station avatars are 644.
Do you have curl installed or fsockopen disabled?
cURL is enabled, as is fsockopen();.
Have you tried to set owner of the avatars folder to Apache? Likely you have a security setting causing this problem.
