I'm not really sure if this is a bug or not, or if this is how it's suposed to act. Go to this page here and re-size the screen so the image wont fit and take note how the header scrolls in were it has the Calendar and Home links etc, while the rest of the page scrolls off the screen out of view. If you understand what I mean.

It is the way a div works and is supposed to act like that. Any content that won't fit in a certain div causes it to stretch without affecting the other elements such as the top or bottom. That is the beauty of it. You can still functionally use the menu. A good example of this is if, like you did, someone posts a very large image on the forums it doesn't cause everything to stretch, but it only stretches it's container div.
This happens when using divs instead of tables =)
