how to make announcements so that i can show it on portal page?

Please allow at least 24 hours before bumping a thread.
If you have a specific announcements forum, then enter the ID of that forum into the "Forum ID to pull announcements from" setting, which you can modify by going to Board Settings -> Change -> Portal Settings. Once you have done so, you can add your announcement thread to the appropriate forum and it will display on the portal automatically.
The "announcements" on the portal are normal threads in a specified forum (see the setting MusicalMidget posted above).
