Hi

I am trying to find where in the MyBB code the decision is made whether or not to send an email notification to a user.

Can anyone point me to that code please?

Or should I ask this question somewhere else?

Are you talking about massmail.php?

Well, I don't know. I just guess that when someone posts a reply to a thread, some logic decides which users to send a notification to, and that causes email(s) to be sent. Is massmail part of that logic?

Depends. If it's a PM notification it's probably started by private.php. If it's a new reply notification then try newreply.php. If it's a new thread in a forum then probably newthread.php.
