I believe you just move all the files from /forums to /public_html
Then look find inc/settings.php
And edit this line: $settings['bburl']
Remove the "/forums" on it.

I don't think the cookies settings require changing...
Usually that's only necessary if you were changing domains, like forums.myboard.com to just myboard.com
What's your board? What's are the problems?

They are required because you won't be able to login if you don't change them.

but if the link: myboard.com/forums and myboard.com both use the same cookies setting: .myboard.com
It shouldn't make a difference, because it wasn't a subdomain causing the cookie interference, just a trailing folder.
But the OP can check, I've never seen a cookie setting use .myboard.com/forums
