It would be great to have a ACP theme especially a bit darker one, basically not white.

There's already a new ACP theme for 1.8. For consistency and branding it does match the front end theme.

But at least we have a new ACP theme

Will it be possible for users to make themes for the ACP?

That's always been possible.

Are there any special requirements for ACP theme? Like to know specific type of coding other than HTML & CSS.

Everything you need is in the admin/styles folder. You can just look at how the default and sharepoint themes work then modify it to make your own
It's mainly CSS and images but there is a style.php file.
