How to get announcements in header like this?

I think this is the plugin they use here.

To me it's the board messages plugin with some custom styling in board_messages.css

border-top: 2px solid #ded840;
border-bottom: 2px solid #ded840;
	padding: 5px;
margin-top: 10px;
