I need a mod/plugin in order to show on the top of the forum, a simply colored announcement, like this yellow/green lines, with some options: only for guests/only for user with max. 10 posts etc.

You talk about how to add the bar to the index. But the css mod or plugin, can be applyed to all the forums?

Simply edit your html template in admincp. No need for a plugin.

@labrocca - And if you want to show the bar only for Guests and other special user group? Is not so easy...
