I'd like to add some general guidelines above the reply text box.

How could I achive this? A plugin, changing the template, the theme?

In "newreply" template of your theme, add the guidelines just above the {$posticons}. It should be like this;

<td class="trow1">GUIDELINES GOES HERE</td>
</tr>
