Is it possible to PM members that are in one group. So basically PM the whole group.

Would anyone be willing to create it if needed, or did I fail again at searching for the plugin.

You can do this by using Mass Mailing.
AdminCP - Users & Groups -> Mass Mailing -> Create New Mailing
You'll need to select 'Send via private message' and enter a subject and the message. You can then select 'Members of the following groups...'
mass mail option is good but you can't give this permission to group leaders etc.
Well, that's for the admin side, but what about actual members. Group Leaders or even upgraded members to PM a whole group.
Ex. Clan Member wants to PM the leaders group.

You will need a custom plugin made for that
i tried to do it normally but it's impossible due to a lot core edits.
