I need a plugin that adds another Help Docs Area only viewable to all staff members and a third Help Docs Area only viewable to Super Moderators and Administrators, I will link to them via redirect forums in the Staff and Super Mod Areas.
Any help would be appreciated.

You could create a new Page Manager page for mods and another for smods . . . each page would need to check permissions but then you could give any instructions/advice/guidelines there.
That's great but then how do I make a help documents page?
I can't write it for you man. There are sources all over the Internet about how to learn HTML-- and that's all you would need for those pages unless you want to build some kind of elaborate system . . .
Just download Page Manager and give it a try . . . there are examples to get you started.
Why not use a WYSIWYG editior such as Komposer or Dreamweaver?
Format it visually, then get the HTML code and paste it into Page Manager as Wildcard has said?
I have no idea where to start.
