I see that you followed my first example, but I would do it like the second one. Anyway, I'm not seeing it correctly because it's aligned at left. If you still want to follow the first example, add this instead:

<br /><div style = "background-image: url(http://www.ncis-fan.com/images/rep_bg.png); background-repeat: no-repeat; background-position: center;">{$lang->postbit_reputation} {$post['userreputation']}</div>

And then it should work properly.

I can't tell you much, I don't watch NCIS, so I don't know what you could to better, honestly. The only thing I can tell you is to continue filling the forum with content.
