The time on my board is set to my timezone and I have daylight saving enabled. Yet on the index page it still shows the time incorrect.
Under the admin panel when I select my timezone it shows the correct time.

What about when you log into your cp panel? What does it read?
Were would I look in AdminCP? If I go admincp >board settings>date and time>default timezone offset it lists the correct time yet it shows the incorrect time on the forum index page.

You'll have to manually disable the DST correction. MyBB will not do this by default.
Now that DST has ended you need to uncheck the box for it in your UserCP, all users must do so.
A automatic one has been requested.

I just had the same problem. Weird actually.
It's not weird if you have "Daylight Savings Time correction." enabled _after_ DST has ended, MyBB does not have automatic DST support.
