I was busy playing around, and when I tried to add rep to my main account, the message above the comment box said that it wasn't necessary to add a comment, when in fact, the setting was set to a minimum of 10 characters. So it showed me an error, gave me a link back, and let me finally submit it after I entered a short message.
I think that, although this is trivial for the user to deal with, it's rather contradictory when the default setting in the ACP is 10 characters. Maybe something that uses the setting would be more appropriate...
For example:
If minimum length of comment = 0, say that it's not required
If min length > 0, say "Please add a comment at least x characters long."
You get the idea.
