Those css files shoud be loaded everytime an RTL language (Arabic, Hebrew, Farsi...) is used by a member, and if member chooses to use an LTR language the default ones (css3.css , global.css , index.html modcp.css , showthread.css , star_ratings.css , thread_status.css , usercp.css) will be used.

All major forum softwares (xenforo, vb, ipb, phpbb, sfm...) are bi-directional...Please, please, please do not forget ta make 1.8 also bi-directional

You do also need to install a RTL theme. The language files on their own are not enough, except in the Admin CP.
