I install custom user permissions but it only for one user which u select
but i want to add custom permission for Groups
Anyone know any plugins like that
Based on what I see about the plugin, it just allows you to grant certain people access to certain forums.
Can you not use the forum permissions in the Admin CP for doing this?
You can do this via Admin CP under Users & Groups > Groups, Create a new group and set the permissions

VIP? Sounds like Super Mod usergroup to me, That can all be done via AdminCP, for closing/opening threads there are plugins out there that can let you do that, Not sure where but I am sure someone here can point you to the right direction.
Can code "Custom User Permission" To Custom Group Permission
For Group
You already have those features built into the Admin CP.
Not dear I want to give the features to a group without giving Mod CP / Super Mod CP
You can edit the group and add permissions.

Except for
Stick/unstick
Ban/Unban
This both options need modcp i think
Other options can be given to an usergroup.
