I noticed how on some themes they state that you cannot change the theme. However, does that mean that you cannot change the logo?

So in other words, if it says you can't change the theme can you still change the logo so that it represents your site?

I believe you're misunderstanding. It's not that you can't edit the themes, it's that you can't edit and redistribute them.
