Are you on shared hosting if so you share the server with other people and someone elses account could be causing a problem which is increasing the server load.
Contact your host and see if they can do anything.

I'm having the same problem. Moved to a VPS and upgraded the MAX Memory to 1.5gb and I'm still reaching the max and the site is very slow.

I Contacted My Host and they said everything was working fine.
But for me and my members it's running slow.
