I want to add like that
when anyone first reg.
He will be newbie
when he post 22 he will be junior member
how to do that tell me with steps i am fully new

You can achieve that by using:
- Groups
- Promotions

Essentially, you need to create a new Group based off of the "Registered" group, and then use the promotion system so that when a Registered member reaches 22 posts (or any other benchmark you set), he will be promoted to a Verified member (for instance).

Simply take away posting permission from Registered members and allow them for the "promoted" group, whatever you choose to name them.

Nothing to do like that.

By default when a user registers he comes under "Awaiting Activation" group and as soon as he authenticates he goes under "Newbie" User Title of main Group "Registered". You have to do nothing so far.

But default is when a user makes his first post he comes under "Junior Member" title which in your case you want it to be 22 post. So, go to:

ACP > Users & Groups > User Titles and click on "Junior Member". Set the value of the "Minimum Posts" field to 22 and save from below button.

Not changing I tried
I goto user titles then add a junior member and value i gave 7 post but
