I think you didn't understand quite good purpose of that. That is just a icon showing is one of your forums locked or not. In settings of each forum you will see option for closed or not closed forum.
So it should be with the red X and stand locked forum? okay thanks anyway
I am not sure did i understand what did you said, but when you lock some of your forums that icon will show instead of "normal" one/two (depends on that is there a new post or not in that forum).
