I know there is a plugin for this as I had it installed at one point. I misplaced the file though, and really could use this right now.

Basically the plugin adds a option in the admin cp where you can search a username and see who has previously had it, and show the current username that user now has.

I have been searching for about an hour with absolutely no luck.
