My main forum keeps refreshing saying something about fixing daylight savings time how can I fix this issue ?

Talking about your issue, why don't you simply update your DST settings? Setting it to Automatically detect DST changes should be enough.
That was the default setting and its just refeshing to the same page. misc.php keeps refreshing
Could you post the exact message you're seeing and possibly a URL?
Come to find out it was the theme that was doing it.
