is there a plugin that when a user creates a new topic/post it automatically enters a template of what i want the format to be.

Its for a promotion web site

I'm unable to understand you, please explain.

when some one hits reply in a certain board a template like so

[b]Package Name[/b]
[b]Site Name[/b]
[b]site URL[/b]

I know it can be done as Forum Hour has it but i want to know where is the plug in
