Is there a plugin that can add a new forum permission that can make it so that all threads are invisable to a user except his/her own? (staff can see all of course). The reason I'm looking for it is like alot of forums powered by vB, I like the idea of having a forum section called "Private Messages to Staff" so that way users can talk to the whole staff, but still in confidence.

If its not existent, can it be done?

Nope. What was implemented was a new permission called "can view threads" and all that does is give you a no permission error when you try to view ANY THREAD last I checked.
