Hi,
I need to prevent action described. Instead I want Mods and Super Mods to move threads to a forum that only Mods, Super Mods and admins have access and only admin can delete the threads. Is that possible?

Note that Mod/SMod should still be able to delete their own threads

Tried to read and found term that is not define anywhere there.
What does " custom moderator tool." means?

sorry, I was mistaken.
it appears that moderator tools permissions doesn't work for your requirement. (admin panel :: moderator tools)

You have to modify the permissions set to the mods/supermods in the AdminCP

These permission are only :
  • Delete own posts
  • Edit own posts
...

@OP : I think you will need a custom plugin for this, or at least do some hacks in MyBB core because there is no option as default could do your wanted tasks.
