If you have "unlimited" everything through a free webhost, or even a paid one,
it's not truly unlimited. If you're on shared hosting, your host's Terms of Service might even ban making a webmail service. You really need a strong sysadmin background and a good knowledge of how email works in order to set up a god service by yourself.
+1 for Live Domains since Google's stopped new applications
Seriously, you probably don't want to handle strangers' mail on your own server, and if you don't have root access, you're probably going to have to manually setup all the accounts anyway.

But for real, there is no reason to do this. Just Manually setup peoples gmails. (like give them access) it's much better, and you don't have to compete with google.

I love squirellmail's UI! Roundcube is too "2.0" and I haven't used horde since 08, so I can't really comment on that

AtMail is the best UI, I think. SquirrelMail looks outdated.
AtMail looks pretty nice too. And, pretty cheap.
