I Went to my PHP Info in my AdminCP and it says the php.ini is located /usr/lib/php5 there but where is it?

Depends on your host. It's not a MyBB configuration file, but rather a PHP one on the server.
it is exactly where is says it is, in /usr/lib/php5.
notice that the path starts with a '/', that means it starts at the root of the file system, just like your account path is usually /home/<user>/public_html/
If you're on a shared host, you won't be able to access it.
Though some allow you to place a php.ini file in your home folder.
