Hi,

I was wondering how to add a bar across the top of my forum which would replace the default bar with the login/registers options.

That depends on which theme you are using.
If you are using the default theme look for the code in : header template of the theme
<div id="panel"> Login and registration code </div>
You need to change it.

Edit: How could I move it up to the top of the page as well. Above everything
