I am wanting to take my site (
www.2007rs.net) and change the index to a web page instead of the forum. I want it to look like (
www.tip.it/runescape). I want navigation on the left, news feeds in the middle, and then more misc things on the right column. I was told Joomla would be the best to use, but then I was also told they are easily hacked. I was also told to use proportal but I can't find a DL link. And I was also told to use MyBBClanSuite.
I am not sure what to use.

I actually just found it before you posted that and installed it. This is good for a basic layout but I am trying to enhance it so it looks better.
The website is inaccessible for me, But I take a wild guess of what you want.
where {$forums} (i believe) is located
create a table there,
lets say:
<table>
<tr>
<td width="30%">
MENU
</td>
<td width="70">
{$forums}
</td>
</tr>
</table>
May contain some bad writing but I do this on my sgs3 as quick as I can.
Try to use "%" instead of "px" to match all resolutions.
