What things does the {$stylesheets} tag load?

Is there any disadvantage to having a single static CSS file instead of a presumably database / cache created copy from 'css.php' ?

I think that, when I remove it, I notice things like inline moderation and post selection check-box do not work.

There are multiple stylesheets as you can see in your theme's settings.
