I have activated the plugin called Page Manager. IT is supposed to create a tab on the configuration page, called "Page Manager" and it hasn't done that, and it says the plug-in is activated.

Have you looked on the left hand side of Configuration at the bottom under Thread Prefixes ?

Users & Groups -> Admin Permissions -> User/Group Permissions -> Click on User/Group -> Can manage additional pages? - set to Yes.
