Trying to make a forum for banned members where they can reprieve. Permissions are set so they can view, post and reply to their own threads for both the Category and the forum.

Still not working.

Have you also tried to change the user group's own permissions as well? There might be something under that which you have to change as well.

I think you need to make them able to view the board as a whole and then set the forum permissions for all other forums (and help etc) to not viewable by banned.

Where is that permission setting?

In the setting for usergroups; Forums and Posts > Viewing Options> Can view board?
