I add to my board Shoutbox. And.. I ask, whether in Shoutbox write only Administrators and moderators?

all can shout in shoutbox except banned, and awaiting users. and there is option to allow guest shouting under admin page.

That would take a bit of a modification to the plug in that MusicalMidget would probably have to do! Don't know if he'd be willing to do it, though. You might go over to mods.mybboard.com/forum/ and ask him.
